Agreement Period: 01.01.2023-31.12.2025
Accepted article type: Research article, Review article, Data article and Rapid publication.
Accepted journal type: Q1 and Q2 group journals included in Web of Science - SCIE, SSCI and AHCI subject classification (Hindawi Group journals are not included in the agreement).
Accepted (funded) journal list: You can access the “Funded AE Journal List” file/s under the Wiley heading in the table on this page [https://cabim.ulakbim.gov.tr/ekual/e-veri-tabanlari/universiteler/]. Since the journal impact values of the previous year are published by WOS-JCR in July of each year, there is a single list for the January-July period and two valid “Funded AE Journal Lists” for the July-December period.
Who can benefit from the agreement: In order to benefit from the agreement, at least one of the authors of the article must be an active faculty member/staff member of an EKUAL institution/education and research hospital/university.

If the article is to be submitted to a Full Open Access journal (it may have different names such as Open Access Journal, Full Open Access Journal, Gold Open Access Journal), start the OA application steps: In such journals, all articles are published as open access and there is a requirement to pay the Article Processing Charge (APC), therefore the author must complete the OA article publication application process during submission. If the article will be sent to a Hybrid Journal, start the OA application steps: In such journals, you can publish your article either open access or closed, therefore the OA article publication application process starts if your article is accepted after the editorial evaluation. If the article for which OA application has been made has not been given OA approval by TÜBİTAK ULAKBİM: Check whether your article complies with TÜBİTAK publication acceptance criteria; Please review the headings “Accepted article type”, “Accepted journal type” and “Who can benefit from the agreement” above and if your article meets all of these criteria, send a message to ukg@ulakbim.gov.tr stating that your article meets the TÜBİTAK criteria and that your application should be re-evaluated.
If your article is not approved for OA because the journal you submitted it to is not on the “Accepted (funded) journal type” list by TÜBİTAK: You can pay the APC fee yourself or find another funding institution; or you can withdraw your article from the journal and submit it to another journal that meets the TÜBİTAK criteria, but in this case the submission and editorial evaluation process will start from scratch.
If your article is not approved for OA because it does not meet the “Accepted article type” or “Who can benefit from the agreement” criteria:
If the journal you submitted your article to is an Open Access journal, you can pay the APC fee yourself or find another funding institution. Or you can withdraw your article and submit it to a hybrid journal and have it published in a closed format, but in this case the submission and editorial evaluation process will start from scratch.
If the journal you have submitted your article to is a hybrid journal, you can have your article published in a closed format.
About the author and institution article quota: The first-come, first-served rule applies, there is no person or institution quota, there is a country quota.
How to understand that the OA article quota has ended and what to do when the quota has ended: When the OA article quota has ended within the scope of the agreement, the author will not be able to see the TÜBİTAK AE Agreement information (TUB1 code) in the OA article publication application processes. In this case, if the author still wants to have his/her article published in OA, he/she must pay the APC fee of his/her article either himself/herself or through another funder.
If the Author decides not to have his/her article published in AE due to the exhaustion of the TÜBİTAK AE Article quota;
If he/she has submitted his/her article to an Open Access journal, he/she can withdraw his/her article from this journal and send it to a Hybrid journal, in this case the article submission and evaluation process starts from scratch, if the article is accepted, he/she can have his/her article published in closed format.
If he/she has submitted his/her article to a Hybrid journal and his/her article is accepted, he/she can have his/her article published in closed format.
The importance of using the institutional e-mail when submitting an article to a journal: The verification process of the person applying for his/her article to be AE actively working in one of the institutions within the scope of the agreement is done via the author's e-mail address provided in the application. In order for the approval processes to work more smoothly in article applications, not to waste time in correspondence with the author, not to create extra workload and for the approval processes to be completed in a shorter time, it is important to use the institutional e-mail.
Can an article that has been approved for AE by TÜBİTAK ULAKBİM but not accepted for publication by the editorship (Rejected) be sent to another journal?: If an article that has been previously submitted for AE by the author and approved for AE by TÜBİTAK ULAKBİM or has not been approved for AE is not accepted for publication by the editorship (rejected), the author can send the same article to another Wiley journal, but the submission and editorial evaluation process starts from scratch.
Notification of the approval/rejection status of the article for which an AE application has been made by TÜBİTAK ULAKBİM to the Author: Please review the above-mentioned explanations of “Accepted article type”, “Accepted journal type” and “Who can benefit from the agreement”, which are determined as TÜBİTAK publication acceptance criteria.
The Author of an article submitted to an Open Access journal and complies with TÜBİTAK publication acceptance criteria is notified that the application has been received and that if the article is accepted, AE approval will be given to the article.
Articles that are submitted to/accepted for hybrid journals and meet the TÜBİTAK publication criteria are granted OA approval and no special notification is made to the Author.
For articles that do not meet the criteria, OA approval is not granted (denied) and the reason for not granting approval is written in the author's OA application form in the Wiley system, this rejection information and reason are automatically sent to the journal editorship, the editorship sends an e-mail to the author informing that the OA request was not approved by ULAKBİM, no further information is provided by ULAKBİM.
If the article meets all the criteria mentioned above and it is thought that OA approval should be granted, the Author can notify ukg@ulakbim.gov.tr to correct the mistake.
Which publishing houses can be sent an article to publish an OA article without paying a fee: Wiley Publishing House 2023-2025; There are AE agreements with Springer Nature publishing house covering the period 2024-2026, articles from these publishing houses that meet the conditions of “Accepted article type”, “Accepted journal type” and “Who can benefit from the agreement” specified as TUBITAK publication acceptance criteria and mentioned above are within the scope of support. There is no AE agreement with another publishing house within the scope of EKUAL. Please contact your library to find out if your institution has an institutional AE agreement with other publishing houses other than Wiley and Springer Nature.
